		<description>If we address the real problem - competition among broadband providers - doesn&#039;t that make this problem go away without the government getting into writing laws it has no business writing?  It&#039;s not a government or legal problem if Time Warner wants to offer overpriced service.  It may be a government problem that there is no real competition for Time Warner in many areas, but having the government or legal system set the wrong price for broadband is worse than letting Time Warner do it.</description>
