		<description>The NCMEC is a civilian organization that has not authority to act, they have no gifted powers, or law enforcement authority. They receive information, compile reports, and suggest action. 

Technically, they could be convicted of knowledge of Child abuse and child porn for failure to report knowledge of said items.

Since they fall under no exclusion laws either in Virginia or any other state.

Technically, they are an accessory to the crime, as in many cases they do nothing when a complaint is submitted.</description>
